Where You Will Work
The position serves as a National Reconnaissance Office (NRO) Cadre Technical Analyst providing technical and professional advice on engineering, physical science or mathematical/statistical issues affecting the NRO. The position is assigned to Business Plans & Operations (BPO) Directorate, Cost and Acquisition Assessment Group (CAAG) within the NRO. This position serves as an Estimating Team Deputy Lead. The position provides input for the preparation of independent cost estimates for new and ongoing NRO space and ground major system acquisition programs and evaluates the basis of estimates for resource requirements prepared by NRO program offices. Deputy Lead positions within CAAG are exposed to and can lead contractor teams in developing estimates for programs that span many directorates including AS&T, COMM, GED, GEOINT, MOD, MS&O, OSL, SAO, and SIGINT. The work also requires making many decisions to resolve specific complex or intricate issues and problems; developing new methods and criteria; or proposing new policies and practices. Oversight responsibilities of the position may require NRO Contracting Officer Technical Representative (COTR) qualification within NRO policy-defined timelines.

What You Will Be Doing
- Lead the preparation and review of wide-ranging cost analyses supporting D/NRO, PDD/DNRO and/or D/BPO requests. Effectuate analyses providing greater insights into the resources expended for the acquisition of complex systems and services as well as the resources utilized by NRO as an organization through staff coordination and meetings with the NRO leadership.
- Conduct cost and financial analysis activities including, but not limited to, the preparation and review of independent cost estimates and analysis of NRO systems and trade studies in support of future strategic architectures for NRO systems, and brief senior management through each project development cycle.
- Prepare, provide, and evaluate in the development of cost, performance, and effectiveness assessments of resource at the various states of planning, designing, manufacturing and operations of programs, applying an in-depth knowledge of analytic theories and practices.
- Advise personnel on matters pertaining to the development, availability, and application of analytic methodologies. Perform investigative studies involving the development or application of methodologies, which extend beyond the present state of the art or involve and require highly superior analysis products.
- Evaluate, develop and modify quantitative analysis, analytic models and methods to develop cost, performance, and effectiveness assessments of resources at the various states of planning, designing, manufacturing and operations of programs.
- Participate in internal and external meetings and conferences, for complex and critical fiscal and programming negotiations. Prepare, review and provide guidance in the preparation of briefings, workshops, conferences and seminars.
- Develop and improve relationships and techniques relating to assessing cost, performance, and effectiveness of systems or architectures. Plan, arrange, and manages collection of historical cost, performance, and effectiveness data and establish relationships between system characteristics and design criteria. Determine variables that drive cost, performance and effectiveness and derive mathematical expressions which best characterize interrelationships. Test these results for statistical validity.
- Maintains interactions with contractor personnel to evaluate and correct development activities or provide technical and managerial consultations to team managers when problem areas arise.
- Conduct extensive systematic exploration of problems of an unprecedented nature. Responsible for unique, very-difficult-to-define tasks requiring unconventional approaches and the application and adaptation of sophisticated analytical techniques. Plan and perform investigations to develop new methods and means of validating findings.
What You Need
- Mastery knowledge of the principles, concepts, and methodologies of engineering disciplines or knowledge of mathematics, physics, physical sciences, statistics, operations research, and computer science to perform assigned duties.
- Mastery knowledge of a broad range of advanced methods and techniques used in quantitative and qualitative analyses and assessments. Examples may include statistics, modeling and simulation, and decision analytics.
- Mastery knowledge of and ability to apply analytic, diagnostic, and qualitative techniques sufficient to produce authoritative analytical products (such as test plans and final reports) and the ability to employ new methodological approaches to analyze information.
- Proven critical thinking skills and reasoning skills as demonstrated by experience in preparing analytical assessments and other written products with emphasis on clear organization, and concise, and logical presentation to include an assessment or recommendation supporting by data or research.
- Expertise in advanced multidisciplinary engineering or related engineering/technical discipline, concepts, principles, practices, standards, methods, techniques, materials and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution and advisory services.
Other Information
- Baccalaureate or Graduate Degree: technical or scientific field (STEM) such as engineering, physics, physical science, chemistry, mathematics, statistics, operations research, engineering management, or computer science. Individual occupations have specific educational requirements but a STEM degree is prerequisite for all. Actual degree and courses required will be determined based on qualification of individual for the position.
- Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
- Financial Disclosure: MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Defense Acquisition Workforce Improvement Act (DAWIA) coded positions: If selected for a DAWIA coded position, the incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system. 2024 STEM salary range for the Washington, DC area:
GG-13: $129,239 - $176,632
GG-14: $144,354 - $191,900
**This position is a Senior level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position.

Hiring Incentives

Trial Period
All new DCIPS employees will be required to serve a 2-year trial period.
